It was developed from earlier export designs and quickly became one of the most widely manufactured locomotives in Czechoslovakia and Eastern Europe, with over 8,000 units delivered to operators in countries including Czechoslovakia, the Soviet Union, Poland, Albania, India, Iraq and Syria. The T-669 has a Co'Co' wheel arrangement with two three-axle bogies and is powered by a CKD K 6 S 310 DR diesel engine driving a DC electric transmission. Its hood-unit body style and eccentrically positioned cab give it a distinctive silhouette that was instantly recognisable across yards and secondary lines. With a maximum speed of about 90 km/h, the locomotive provided strong tractive effort for heavy goods trains and yard work. Early variants like the T-669.0 (770) were followed by improved versions such as the T-669.1 (771) with modified frame and suspension arrangement, enhancing starting tractive effort and ride quality. In Czechoslovakia these locomotives carried the affectionate nickname Cmelák (meaning bumblebee) due to the humming sound of their engines.
